You should be able to get as far back as 2.18 going forward with these URL
https://www.dhis2.org/download/releases/2.18/dhis.war
Just change version number in url.
Though upgrade from version to version used to have upgrade notes on bunch of things to be done first.

Change url for different versions too
I would suggest(if things don’t workout well) use of tomcat6 for older war files. Before 2.23 and switch to tomcat7 after. There’s compatibility issues because of java upgrades between some of those older war files.

To download an old war file, I found that we can download to the version 2.18 https://www.dhis2.org/download/releases/2.18/dhis.war.
For the older, I guess you need to checkout the code from Launchpad site and build it yourself.

If you don’t get 2.16 and 2.17, then I can give you a copy of 2.17 - I keep the latest war files for all versions since 2.17, but I’ve never dealt with any 2.16 or earlier instance so I don’t have that.
As far as I know, there should be a repository of old war files somewhere

I have all versions from 2.18 onwards (and multiple builds from 2.22 onwards too). It seems I might have accidentally deleted 2.17, but I can look around if you are desperate for that specifically.
