What is the authority from which we can restrict users to Create a new Dashboard. Can the + sign be removed? The user should be able to see only the dashboards shared by the admin.

Thanks for the answer but I have already tried this before raising this question. Despite these changes in User app, the user can still create the dashboard.

All users including Guest users are given the authority to create private dashboards by default. The instructions I shared will stop them from creating public dashboards.
Ok, I know, but my question was that the user should not be able to create the private dashboard. Because in that case, the user has to be given access of Data Visualizer wich will give the access of other user’s favourites data The requirement is only to show the data to the user via the dashboard.

Users don’t have access to other user’s Data Visualizer favorites unless they are given sharing permissions.
