Please, how to limit dashboard creation based on user roles or user groups.

I think by default users are allowed to create a dashboard in their private account and it’s not possible to remove that settings. You can however control the user’s creation of public dashboards by changing the authority in the user role. (Users app → select or create a role → change the dashboard metadata authority) see image:
If you think that the authority to create private dashboards should not be granted by default then please describe the use case for discussion with the community and core team developers. Then we can create a feature request.
