User role gets unassigned to user during metadata sync to another DHIS instance

Hi,

I am using two instances of DHIS with version 2.23 - metadata is created on one instance and synced to the other instance. On the first instance, a new user is created and assigned a user role. Metadata is now synced to the other instance. But, on the second instance, the new user is obtained, but the user role is unassigned. (even though it has been assigned on the first instance)

After sync, at the second instance, this is how it is –
