Transition from DVD-MT to DHIS2 for Immunization

In Comoros, vaccination data under the Expanded Programme on Immunization (EPI) were historically managed using the DVD-MT tool, which presented limitations in data integration, timeliness, and analytical capacity, particularly at decentralized levels. To address these challenges and strengthen the use of immunization data for decision-making, the Ministry of Health initiated a transition to the DHIS2 platform. The intervention focused on configuring DHIS2 in line with national immunization reporting tools and workflows, while ensuring continuity through the migration of historical vaccination data from DVD-MT covering the period 2019 to 2025. Preserving longitudinal data enabled trend analyses, district performance monitoring, and retrospective assessment of vaccination coverage and drop-out rates. Following implementation, DHIS2 became the central platform for routine immunization reporting, analysis, and visualization. Automated indicators, validation rules, and dashboards improved data completeness, timeliness, and quality. Program data managers managers at facility, regional, and national levels gained real-time access to information, facilitating identification of low-performing areas, targeted supervision, and improved planning of routine and campaign activities. This combined technical and programmatic experience demonstrates that transitioning from standalone tools to an integrated health information system such as DHIS2 strengthens data governance, enhances data use, and supports more informed and timely decision-making for immunization programs. The Comoros experience provides practical lessons for similar low-resource settings seeking to modernize immunization data management systems.
