Transforming Education Data in Makassar, Indonesia

Sikolaki, a digital initiative in Makassar, Indonesia, addresses the challenge of out-of-school children by using DHIS2 for data collection and management. In partnership with the Makassar city government and HISP Indonesia, Sikolaki tracks the enrollment status (ATS) of children across 153 urban villages in Makassar. The Sikolaki platform collects data on children who are out of school or have dropped out, centralizing this information in DHIS2’s Tracker Module. By enabling digital data collection at the village level, the system aggregates school enrollment data and identifies key barriers to education, such as financial constraints, family responsibilities, and geographic isolation. Real-time analysis helps local governments and partners pinpoint areas where children are most at risk of missing out on education. By leveraging DHIS2, Sikolaki provides a data-driven approach to ensuring school access for children under 18. Since its launch, over 20,000 out-of-school children have been identified, leading to targeted interventions for their re-enrollment. Additionally, integrating health and education data has helped address broader social determinants that may hinder a child’s ability to attend school. The impact of Sikolaki has been substantial, increasing awareness among local authorities about school enrollment and retention. The initiative has significantly improved access to education for marginalized children, advancing Makassar’s goal of achieving universal 12-year education coverage. Sikolaki offers a scalable model for cities or countries looking to strengthen their education data management. By leveraging DHIS2 and fostering partnerships with government agencies and international organizations, other regions can adopt this approach to track school participation, allocate resources effectively, and enhance education systems for vulnerable children.
