I have deployed the 2.19 version and when opening Tracker Capture, the page does not load completely and loading metadata is displayed. Please advice. Screenshot with console is below.

Try one more time, following the steps below
1. use chrome
2. clear browser cache
3. go to http://192.168.1.199:8085/new/dhis-web-apps/index.html
4. open your browser console, open the network tab
5. click tracker-capture
6. and see if programs, program stages, attributes and optionsets are
downloaded under the network tab
