ToR: Data Systems Consultant IPPF (International Planned Parenthood Federation) WISH2ACTION

1.0 Background:

IPPF (International Planned Parenthood Federation) is a global service provider and a leading advocate of sexual and reproductive health and rights (SRHR) for all focusing on the marginalized and underserved. IPPF provides SRHR services in 133 countries and runs approximately 65,000 service points worldwide. It seeks to influence governments and other key decision-making bodies make policy and legislative changes that support or defend SRHR. IPPF also conducts a range of education, awareness, and empowerment programmes that support its key mandate of SRHR for all. IPPF works to empower the most vulnerable women, men, and young people to access lifesaving health services and programmes. Supported by millions of volunteers and 3,000 staff, IPPF Member Associations (MAs) are autonomous, local non-profit organizations that provide sexual and reproductive health (SRH) information, education, and services through 46,000 service delivery points, delivering 208.6 million sexual and reproductive health services across the world in 2017. Services provided include contraception, abortion care, maternal and child health and STI and HIV/AIDS prevention and care.
The Women’s Integrated Sexual Health (WISH2ACTION – W2A) programme is IPPF’s flagship health programme designed to transform the lives of millions of women and girls. Funded by the UK Foreign, Commonwealth and Development Office (FCDO), the £132 million WISH2ACTION programme is providing integrated and holistic healthcare to 2.2m additional users of contraception in 15 countries across South/East Africa and South Asia between 2018 to 2021. The programme is currently being delivered by a consortium of five internationally recognised organisations and 10 IPPF Member Associations (MAs). Programme coordination is being managed by a Secretariat Hub, hosted by IPPF’s Africa Regional Office (ARO) in Nairobi, Kenya. WISH is a payment by result programme and its performance is being measured through Key Performance Indicators (KPI) that include Couple Year Protection (CYP), Additional Users (AU), proportion of under 20-year-olds and proportion of people living in poverty (under $1.90 benchmark) reached with SRH services through the programme. A 100% achievement in poverty is when the proportion of clients reached through services is equal to or above the national poverty benchmark as evidenced through Client Exit Interview of sampled clients for client exit interviews.

2.0 Purpose/objective of the proposed consultancy

The objective of this consultancy is to ensure that WISH data and IT systems capture and evidence results in a timely way that facilitates learning, course correction and payment by results. The consultant identifies data system needs and requirements, advises on systems best fit for purpose to meet the needs of the WISH programme and serve as models within IPPF, manages the development and implementation of technical solutions building off IPPF’s current systems (e.g., DHIS2, Open EMR, Power BI, SharePoint, NetSuite), and sets data management standards across the programme.
Working as part of the WISH2ACTION Evidence & Learning team and in close conjunction with the country-based M&E and CMIS staff, the Technical Lead-Data Systems identifies and supports the development of the best data systems for the programme given the complex realities on the ground.

3.0 Specific Deliverables

a) Management of DHIS2 as well as DHIS2 Products Support. This will require frequent capacity building efforts and user support in the form of facilitating routine training of DHIS2.
b) Oversight of KoBo Collect Servers and existing associated apps and building of any new Android based KoBo apps as needed.
c) Management of Custom Systems:
a. VM WISH Server
i. Running and maintenance of the windows server 2016
ii. Running and maintenance of NGINX webserver
iii. Management of the .net core server environment required to run the portal
iv. Update of the Portal Identity and web App to ensure proper functioning.
v. Management and maintenance of user roles and access
vi. Management and maintenance of PostgreSQL database
vii. Routine system support
b. Development of a WISH data sharing portal
i. Act as the project manager for the data sharing portal
ii. Act as the technical response person for the data sharing portal
c. Training and Support of the MA and partners in using the custom systems
d) Collaborate with and support other departments with technology related asks

4.0 Application Process.

The consultant will be required for 2 to 3 days a week for a period of 4 to 6 months.
Desire qualifications are as below
a) Holder of a computer science, information Technology or any other Technology related degree
b) Desired Skills.
a. In-depth understanding of DHIS2
b. In-depth understanding of managing and maintain of the DHIS2 instance servers
c. In-depth understanding of the C# programming language
d. In-depth understanding of the RDBMS platform i.e., PostgreSQL, MsSQL etc.
e. Experience in deploying and managing NGINX server in both windows and Linux environment.
f. Working knowledge of JIRA project management tool.
g. Ability to receive/integrate feedback.
h. Fluency in verbal and written English
