Yes, DHIS2 supports it but our scenario is different from what they support.
We have three warehouses for ARV drugs, each warehouse has 6 cycles for distributing drugs in a year. Each of that cycle has a start date and deadline date that varies every year to the extent that some cycles start or end in the middle of the month.
On top of the above, facilities are grouped in zones and it is the zones that are allocated cycles.
Ideally, our scenario is very complex and still with DHIS2 enhancements, it still remains complex!!

That sounds a unique case indeed. In Uganda, we order ARV using DHIS2 on a bimonthly basis yet the supported period is monthly.
The workaround is to train your users to always jump a week and enter for the week they expect.
You may need to print schedule for the weeks so that they can remember. Note that when selecting the weekly period in DHIS2, the date range for that week and week number is displayed. SO if they know the dates, they are submitting data for, ideally,they should enter data without issues.
Alternatively, you can use a javascript and preset the starting week, then validate that the period to be selected should be that preset starting week + 2, else the data entry should be denied.
