How can i import .sql file of dhis2 version 2.8 to dhis2 of version 3.1??

If you mean 2.28 to 2.31, you shouldn’t do that. If you are looking to upgrade, import .sql file into 2.28 instance, and gradually upgrade the version to 2.29, then 2.30 and finally 2.31. Before upgrading each version, look into “Upgrade Notes” here: Downloads - DHIS2

can’t i export sql file into excell?

Can you describe what kind of data are you trying to get from sql file? If you specify your requirements, we might be able to suggest way forward.

actually someone has export everything from dhis2.28 i think through back end /front end in SQL format… i don’t know so that i can import them in dhis2.31

Based on your description, importing it into a new 2.28 instance and gradually upgrading it to 2.31 seems to be the route.

If you just need some details from the sql file, you could import it into a Postgres database and use visual tools like PgAdmin to check out rows and export them to CSV.
