Resource Mapping and Expenses Tracking (RMET) tool for health services financing in Mozambique based on DHIS2

Financing to the Health Sector is very fragmented in Mozambique. There are numerous actors (donors, International and national implementing NGOs etc.) alongside the government. However, an effective response to health services planning requires mobilization of resources, reprogramming existing resources, and rapidly disbursements. The MoH, with the assistance of the Global Fund, developed the Resource mapping and expenditure tracking (RMET) tool. RMET tools provide snapshots of the funding and distribution of resources, thus increasing the visibility of gaps and the possibility of coordination of activities between the Ministry and partners. RMET may help to address health financing challenges by rapidly collecting data on health-related operational budget commitments, disbursements, and expenditures from various financing sources and implementers across sectors. It is designed to map resources and track expenditure to feed the integrated planning, the satellite health accounts, and the medium-term financial framework. The developed RMET tool, based on the DHIS2 platform, is a dynamic tool that (i) provides a clear picture of the distribution of funds in the country with granular detail; (ii) alongside the financial statistics, organized information in visuals to increase usability, ease understanding, and favor decision-making; (iii) extract information from the data recorded in and by the Integrated Financial Management Information System (e-SISTAFE) and combine with health data managed by the SISMA platform and (iv) integrate External Fund Survey (Inquerito de Fundos Externos – IFE) data from the actors engaged in the sector. The tool enables stakeholders to compare cost strategic plans against domestic and external resources to identify where the gaps are and how investments can be optimized, and to track their implementation through financial monitoring. The tool is expected to simultaneously track resources and expenditures to reduce duplication of resource mapping and expenditure tracking efforts. The DHIS2-based RMET will be used for decision-making for instance in understanding how much financial resources and who is financing what activities, where, when, and with how much funding given the identified priorities and their costs. The Interoperability with various accounting systems used at the MOH level, will allow monitoring and analysis of the entire financial administration cycle of the sector, from budgeting to the execution of expenses at the most disaggregated levels. The implementation of this application represents an opportunity for the MOH to improve its planning, financial management, monitor the performance of health programs and ensure more efficient and results-oriented service provision.

Very interesting use case and tool, I am looking forward to the session. I am curious if it would have information on the total value of medicines and vaccines that Mozambique is managing each year and other related information. Great work.
