When data is captured and tagged to data set categories the reporting rates are based on the organization unit tagging under the category option.
However in a scenario where some category options are not known/ missing and an ‘unknown’ category option is added to the category as an alternative for the missing value, then the reporting rates will never be correct (above 50%).
Since such a configuration supports partner reporting, i.e. donors, implementing partners, etc, Is it possible to maintain that configuration and also have reporting rates based on the organization unit tagging under the dataset?
