Reporting rate issue

Hi all,

I have a data set assigned to 12 health facilities. If facility X doesn’t have a data for a particular month, we are reporting them as zeros (0), because data is not available. I would like to know how we should treat the non-availability of data in a certain month and how reporting rate works in this situation (actual or expected reports).
