In our Dhis 2 instance, there are org units that do not report data every month. concerning the completeness rate in reporting summary, can we advise the data clerks to complete the datasets, i.e., mark data sets as complete even though the fields are empty (blank values)? Would this be a good procedure? How to handle reporting rates when no data is available to report.
This seems like a similar question to when there are holidays. Although, the fact that it’s a month then maybe those particular months can be excluded from the report if you’re using the data visualization app for example.
