Does anyone know of a mobile app for DHIS2 data capture that can read QR codes or barcodes?

Do you mean Android or the J2ME app?
At the moment this is not supported,but it would be nice to have. Could you describe a bit more your use case?
ODK does have such a feature though, so if you need it quickly, you may want to think about using ODK for data collection, and then exchanging the data with DHIS2.
