Public link to a self-administered questionnaire or integration?

Hi all,
Has anyone used DHIS2 to disseminate a link to a questionnaire that people (in the general public) can self-administer? I am thinking it would not be possible because users need a login to enter data. Have others integrated (at the individual level) using ODK or another platform that does this?

BAO developed a Kobo to DHIS2 connector (works with Events). It’s free to use. Documentation available for you to check if this is the sort of solution you are after.
