Proxy Facility Dashboard: The use of AP In DHIS2
To meet the growing demand for real-time health facility data at the national level, Tanzania’s MoH DCS requires daily reporting within 24 hours from PHC, RRH, and tertiary hospitals. This enables directors and managers to address challenges and events promptly, preventing service delivery disruptions. HISP Tanzania integrated hospital systems with DHIS2 for key indicators. The MoH defined the scope by identifying priority indicators for daily monitoring and targeting tertiary facilities, including national, super-specialized, specialized, zonal, and RRH, as “proxy” facilities to provide a 24-hour snapshot of national health status. HISP Tanzania developed Analytics Messenger, setting up a WhatsApp tool to broadcast proxy dashboards as PDF to key recipients, including the Minister, PS, CMO, directors, managers, and department heads. This solution relied on DHIS2’s continuous analytics functionality to aggregate facility data shortly before dissemination. However, challenges emerged with running DHIS2’s continuous analytics during peak hours, particularly during monthly reporting periods, where system performance degradation disrupted service to users. To address the limitations, HISP Tanzania collaborated with BAO Systems to integrate Analytics Platform (AP), which aggregates data instantly without relying on DHIS2 analytics. With the combination of Superset dashboards and the DHIS2 Super BI web app, aggregated data is visualised on dashboards. The Analytics Messenger automatically formats these dashboards into standardised reports and delivers them to MoH recipients for follow-up, management, and decision-making. As a result, this solution enabled the MoH to respond promptly to reported events and to effectively follow up on critical issues requiring immediate attention and further investigation such as unusually high maternal deaths, injuries, and non-functional diagnostic equipments and thereby strengthening evidence-based decision-making and accountability
