Hi,
I have been trying to create data element program notifications, however, after creating an email data element, I can not still be able to select it in the who to send it field.
Is there anything I am doing wrong.

Thanks so much for reporting this! This is actually a bug. It was fixed for program attributes (([DHIS2-4251] - Jira) but not for data elements, so I have created a JIRA issue for that here - [DHIS2-8097] - Jira, please follow that to track progress.
