I am facing an issues when configuring a program indicator that counts the number of TEI marked for follow up due to the fact that in the program indicator configuration filter section, there is no variable for TEI marked for follow up.

I understand the limitation you are facing is because ‘marked for follow-up’ can be accessed using the working lists and filters but not with creating a program variable to count the number of TEIs that are marked for follow-up.
It would be great if you could share more about the use case so we could consider other approaches/solutions to this situation. Additionally, this might actually be an interesting feature to include so you are welcome to create a feature request idea (see ideas).
One workaround would be to use the working list in the Capture app to download the list of TEIs that are marked for follow-up and use a spreadsheet for further analysis.
