Reference is made to the incomplete dataset.
Please note that after filling the dataset with the numbers, and clicking the complete button Week 17 the form shows as completed, but when refreshing the page the form is incomplete again this happening only for Week 17 and for one organization unit, week 18 is completing,

Maybe this is something we need to interpret correctly? Incomplete here in the screenshot just means you can click there to make it incomplete and moment you click, complete will get enabled.
In short - i think it’s behaviour is normal. Did i explain it correctly?
Please test again in Guest mode. It might be caused because of cache issue. Does the color in the field values change from yellow to green after you enter the value?
