Is it possible to use Option sets in Event Capture app to record
events without registration?

Yes that is possible. Please check our demo server https://apps.dhis2.org/demo/dhis-web-event-capture/index.html

Go to Sierra Leone - Bo - Badjia - Ngelejhun CHC and select Inpatient morbidity mortality program.
