We need to allow certain user groups to do tracker capture registration and only allow other user group to add and fill stage details.

The access settings are configurable from the program configuration in the Maintenance app. First, go to the configuration of the program and then click on Access. Second, scroll down to see the heading " Roles and access". The sharing settings are for the program as whole and below it the access settings for each program stage.
You can give the group access to view the program stage data but not be able to capture it and you can also choose not to give them access at all while they’d still be able to enroll TEIs if they’re given the capture access at the program level.
