We need to allow certain user groups to do tracker capture registration and only allow other user group to add and fill stage details.

The access settings are configurable from the program configuration in the Maintenance app. First, go to the configuration of the program and then click on Access. Second, scroll down to see the heading " Roles and access". The sharing settings are for the program as whole and below it the access settings for each program stage.
You can give the group access to view the program stage data but not be able to capture it and you can also choose not to give them access at all while they’d still be able to enroll TEIs if they’re given the capture access at the program level.

To deny specific user roles rights to register a profile, I enabled on the progran sharing settings only rights to view Metadata and Data and it works fine.
But however, Inside a persons profile, Edit Profile still appears making it easy to modify registration details, which is what we need to prevent

Solution here is to edit sharing access rights on the Tracked Entity Type to only give Data view access to any other user group and give read write to preferred user group
