On-time reporting/ rate incorrectly calculated for Weekly reports

Hi team,

I’ve created a Jira ticket for the issue we discussed regarding the Weekly datasets – “Actual report on time” and “Reporting rate on time” being incorrectly marked as late, even when reports are submitted within the expected timeframe.

Both production and demo instances (using the ISO calendar) show the same behavior. running DHIS2 version 2.41.6
