The core question is in the title. I would like to use: TODAY, LAST_WEEK, etc as a value for date parameters in an API call using the new tracker API.
Is this possible, yet?

Thank you for your question! I’ve tried to get it working using relative periods but this doesn’t seem to have been implemented in the new tracker (yet? Would you like to create a feature request in Jira.dhis2.org?)
