"NEW" apps not working in latest 2.24?

Hi devs,
I’m unable to get maintenance, system settings or app management to work on 2.24, locally (latest build) and on DHIS 2 Demo - Sierra Leone

Maintenance and app management:
No errors in web console

System settings:
Failed to load resource: the server responded with a status of 404 (Not Found)
http://localhost:8080/stable/dhis-web-settings/node_modules/fixed-data-table/dist/fixed-data-table-base.css

Are others able to load the apps on DHIS 2 Demo - Sierra Leone or locally with the latest build?

These modules in play.dhis2.org/demo are certainly super slow to load on the somewhat limited connection I have here, but they do show up. You have to really really cleanse your browser cache first, I think https://www.dhis2.org/tutorials/how-to-really-clear-browser-cache

Just to add - I also had lots of problems loading these apps (maintenance in particular). Today one of the participants experienced that these apps stopped loading after extensive use, and no amount of cleansing seemed to help on that particular computer.

So something is going on - perhaps with certain versions of Chrome?
