In Zambia we have been using Nokia 2690. But they appear to be out of stock now.

Subject: [Dhis2-users] Lowest cost mobile phone for facility reporter and program tracker
Dear all,
What barnd/model of mobile phone would you recommend for community health workers as facility reporter and program tracker?
In addition ,in Zambia since the Nokia 2690 are phasing out, we are now using the Nokia C2-01 which is also proving to be good. Really, any model that works on 900 Mhz, runs JAVA and is Data enable would be able to do this effectively. However, there is need to make sure it is a single SIM phone.
The cheapest Nokia we typically recommend is c1-01, but if you go for the c2 with a larger screen, you get a better experience at not much higher cost. We are also testing some low cost chinese brands, but these differ between countries so it is difficult to say exactly. If you go to a mobile shop and get some local models and prices, we can help tell you which are feasible.
To be very detailed - C1-01 works fine and is the cheapest new Nokia,
as Lars says. C2-00 has some nice additions like dual SIM for not much
higher price. C2-01 which Reine mentions is MUCH nicer, with bigger
screen and higher resolution, but probably costs 50% more than C1-01
(and the price point is then getting closer to the very cheapest
Androids).
