I suspect, however, that you may want to reconsider the word “sovereign” in the title of your offering. It looks like you’re using AWS servers, which do not meet the definition of digital sovereignty on two counts:
For most countries, national AWS hosting options won’t be available - they would have their servers hosted on regional AWS servers (ie the data will physically sit in another country).
Because Amazon is a US-based company, it’s subject to US laws, and this overrides national laws - for example, the US government could order the servers switched off as part of a package of sanctions, or could even order Amazon to provide it with access to those servers.
Please forgive me if I’ve misunderstood your setup (eg if you’re in fact planning on hosting servers in each country?), but if not, then it might be prudent to remove the word “sovereign” from your offering.
Having said all of this, it’s important to note that all other DHIS2 cloud-hosting services experience the same “sovereignty” limitations, so this does not in any way detract from your offering. On the contrary, it’s great to see how simple and easy-to-use your platform is, and that you’re using a modern, best-practice server management architecture. You are absolutely right that digital sovereignty, data localization, and jurisdictional control are major concerns for Ministries of Health and national governments. However, I want to clarify our infrastructure setup: we actually do not use AWS.
We specifically built YaLIM Cloud to bypass the exact sovereignty and lock-in limitations you mentioned. Here is how our architecture handles it:

No worries at all regarding the AWS assumption! You are completely right that “S3” usually implies AWS, but we use an S3-compatible distributed storage architecture that doesn’t rely on Amazon’s servers.
You raise a great point about company registration and the laws under which a service operates when discussing sovereignty. However, does true sovereignty mean every country must only buy services from companies operating under its own borders and jurisdiction, using only local resources?
I believe true digital sovereignty is fundamentally about empowerment. It means giving organizations full, unhindered control over their digital solutions and data, no matter who the provider is.
