Integrating CHWs into DHIS2–Enabled HRHIS in TZ

Community Health Workers (CHWs) providing basic services were traditionally managed outside the official Human Resource for Health Information System (HRHIS). With the government’s recent policy to formalize CHWs into the health system, it has become essential to include them in the DHIS2-enabled HRHIS to support comprehensive CHW management. Using DHIS2’s tracker support and custom web applications, the team modeled the CHW workflow. Interoperability was designed to integrate HRHIS with the Unified Community System (UCS), a mobile reporting tool used by CHWs. HRHIS was connected to the Facility Financial Accounting and Reporting System (FFARS) such that upon approving a CHW’s details, HRHIS automatically transmits the payee information to FFARS for stipend disbursement.The integrated HRHIS now manages the full CHW lifecycle and provides managers with real-time visibility and dashboards that display key HR metrics. Decision-makers can instantly see active CHW counts by region, training completion rates, and coverage gaps. Through the UCS link, a CHW’s outreach activities (e.g., household visits, referrals) are tied to their HR record, enabling performance tracking. The FFARS integration ensures CHWs are paid accurately and on time, closing previous loopholes.In effect, the CHW program has become a “innovation” on Tanzania’s health map, with HRHIS connecting these workers to training schools, funding sources, and health outcomes. The recently DHIS2-enabled HRHIS has successfully formalized Tanzania’s CHW workforce into the national health architecture. By digitally linking HR, community, and finance systems, it delivers an end-to-end solution for CHWs, from recruitment, training, to stipend payment. CHWs are now fully accounted for in national planning, and managers have “eyes on the last mile” of care.
