the reason was that the parent was only supported in latest build and not in 2.15. I have implemented this in 2.15 now. Please get the latest 2.15 from dhis2.org/downloads in 45 min.

The problem is that the name, uid and the code insert correctly on my postgres database but the parent is inserted unto the shortname column
