Hi,
you are definitely correct when you say it depends on the amount of data that has do be imported.
The recommended way is to first do a bulk import with the “DHIS 1.4 File import” where you import all your data directly from the Access data file. My experience from importing the national database in SA with 15 million rows told me it takes approx 40 min, which implies about 2.5 minutes/million rows.
Then for incremental import one can use the “DHIS 1.4 XML import” where you simply import the standard Zip file you get from 1.4.
