How to create a data element with this format (SSD-S21-1002), that increment it self automatic by 1.

If I understood correctly you wish to have the 1002 part automatically increase,correct?
What about the other parts? SSD-S21- are they fixed for all or also need to change based on some criteria (e.g. the org unit?)
