How to add a language to DHIS2 database while it exists among the Interface language only

Good Day,

I have a question regarding adding a language to DHIS2

I am using DHIS2 version 2.38.1.1
i have noticed that when choosing a language for the DHIS2 Interface i do have among the existing languages (Central Kurdish) which fits my purpose.

however for the database language the option for (central kurdish) language does not exist.

So my question is, how to add the central kurdish to the database language???
