I understand that you are using Ubuntu OU to install DHIS2. Would you please have a look at this guide: Manual install on Ubuntu - DHIS2 Documentation?
You will need to use Ubuntu 22.04, and for the latest versions of DHIS2 you will need to ensure the JDK version is 17 and tomcat is 8.5.50 or above.
Are you still getting this error? This time it will be Postgresql 16 not 10. You’ll find the detailed instructions under the heading PostgreSQL installation
