Which of the TB packages are you importing? I would like to test and reproduce the issue.
How are you configuring the package? Please make sure to follow the installation instructions in the PDF contained within the .zip file.

I followed the instructions in the PDF.
Are you certain that you downloaded the DHIS2 metadata version that matches your current system version?
@sami.oracle10g I think that could be the issue. My version is higher than the one I downloaded. No matching version on the site. Mine is 2.39
