Extending DHIS2 for Agriculture Transformation

This study presents how DHIS2 was contextualized and extended for the Ethiopian Agricultural Transformation Institute (ATI), with a focus on the Agriculture-focused Dignified Employment for Youth (ADEY) and Integrated Monitoring and Performance (IMP) programs. The ADEY program, implemented in collaboration with six partner organizations and eight regional ATI sites, aims to create dignified employment for approximately 600,000 youths, 80% of whom are women. The program requires comprehensive data on eligible beneficiaries, training, services and products provided, and beneficiary and enterprise status throughout the project life cycle, as well as information on service providers and resource flows. Initially, data were collected using six Excel-based templates distributed to partners and focal persons. Over 200,000 records were manually captured and reported; however, this approach was constrained by data duplication, inconsistencies, incompleteness, entry errors, and the inability to longitudinally track beneficiaries across interventions and reporting periods. To address these limitations, ATI collaborated with HISP-Ethiopia to automate data management using Aggregate and Tracker DHIS2. The system was configured to reflect ADEY workflows, indicators, and reporting requirements, with web-based and Android data capture and the development of dashboards and visualizations to support data use by program managers and decision-makers. To meet IMP reporting needs that exceeded standard DHIS2 Tracker capabilities, the Results Framework application was adapted for ATI. The application extends DHIS2 by introducing an explicit results framework layer that hierarchically links indicators across programs, projects, outputs, outcomes, objectives, and goals within multi-year plans. This implementation demonstrates DHIS2’s adaptability beyond the health sector to support integrated, results-oriented performance management for complex agricultural and youth employment programs.
