Can event coordinates be used a variable in program indicators? I have a tracker program where one of the program stages has event coordinates enables. I am trying to count the number of enrollments where these are populated.

If you want to access the coordinates like any other data element in program indicators, then you will need to create a data element of coordinates type for collecting coordinates.
Not using the coordinates at stage configuration.

Using the d2:hasValue function should work with coordinates in the same way as it does for other value types.
