Have you tried this? It worked for me.

You can either add “–add-modules java.xml.bind” to JAVA_OPTS environment variable or edit catalina.bat/catalina.sh to hard code it. But keep in mind that --add-modules does not work in java 8 if you intend to use both jvm versions.

thank you @Michael_Mwebaze I just decided to downgrade the java version to JRE8. I had installed oracle java 11 and realized that the workaround you suggested was not being supported in the new version.
