Ebola reporting mechanisms

Sorry for a slightly off-topic message, but Lars suggested you all might be good to ask: we’ve been asked by some orgs about helping with Ebola response, and the organizations have asked us about how data is being collected at the country level and how it’s being reported upwards. If anyone has current situational awareness around data reporting for Ebola and would be interested in helping us out, please email me directly and we can discuss. We are working on a pro bono basis on Ebola with international organizations, and I suspect DHIS2 integration may be helpful here, but if there are other systems that are in use that I need to be aware of, that would be very useful information.

Hi Matthew,

Uganda set up a demo project using DHIS2 as part of the Global Health
Security Initiative supported by the US Centers for Disease Control and
Prevent - Center for Global Health.

Basically we aimed at strengthening one of the core pillars of surveillance
in detection, prevention and controlling of global outbreaks. In the demo
project, three pathogens were tested out, Cholera, VHF (Ebola) and MDR TB.

Our main objective from the data point of view was to improve case
confirmation turn around time and data use during investigation and
response.

With DHIS2 utilizing, the mobile, tracker and aggregate modules we set up a
systems that:-

1. Allows communities and field staff communicate easily communicate with
the Emergency Operations Center (EOC) staff and other key stakeholders by
sending SMS to DHIS2 and the same messages forwarded from DHIS2 to EOC
staff and key stakeholders' emails and phones in real time. With DHIS2
functionality of SMS reporting, alerts and email/sms notifications we are
able to keep selected groups in the know of what is happening in the field
right from the time of romour to confirmation if the case.

2. Tracking Specimen from the field to the national reference laboratories
for confirmation and keeping EOC, reference lab staff and key stakeholders
informed of the whereabouts of the specimen. A combination of DHIS2
tracker, mobile and SMS reminders, we are able to register specimen in the
field and track them through the transportation system to to the point of
testing and finally resulting. Ont every action taken on the specimen
during transportation an SMS is either system generated or sent by phone to
DHIS2 notifying where and status of specimen.

3. Resulting and uploading key scanned data collection tools. Using the
reports - documents, case/investigations forms are scanned and uploaded
into DHIS2 to share with EOC and key stakeholders. Also once specimen
testing is done, results are entered into the tracker and accessed by EOC.

4. Data analysis and presentation. Using the query builder for individual
records, standard aggregate reports are setup and data analyzed using the
Pivot tables and presented on the dashboard using GIS and Data visualizer
charts and maps.

Attached is the user manuals for the DHIS2 Alert and specimen tracking
system for Global Health security.
