Disable remove for record of event tracker

Dear team,

I seek team to support on how to disable remove for record of event tracker for users, although i set role of user, the users still remove those records.

  1. disable remove.

User role authorities to remove, add, and update a tracked entity instance are found in the Tracker user role authorities.

The role of users was set as below, but user till remove the record. current DHIS2 version is 2.31.7.
