Dhis2 national expertise: Congo’s OPV campaign

The Republic of the Congo’s 2023 oral polio vaccine (OPV) campaign exemplified a successful national-led digital health transformation. Building on a previous measles-rubella campaign, the country took ownership of implementing a DHIS2-based data management system. This comprehensive undertaking involved a thorough review of existing paper-based forms and indicators, followed by their configuration within the DHIS2 platform using an aggregate data approach. The initiative also included the development of real-time dashboards for data visualization and monitoring. Funding was provided by Gavi. A tiered training program was implemented to ensure capacity building at all levels, empowering national staff to manage the system effectively. Daily data monitoring meetings facilitated data quality assurance and adaptive management, allowing for targeted interventions in low-coverage areas and dynamic vaccine allocation. Despite challenges related to energy and internet connectivity, the digital system streamlined reporting processes and enabled data-driven decision-making. The campaign achieved impressive results, with 96% vaccination coverage and a significant reduction in vaccine wastage to 8.9%. Importantly, this initiative was primarily driven by the national DHIS2 team, showcasing their expertise in country-wide implementations when the scope is well defined, and paving the way for the expansion of digital health interventions to other national health campaigns, such as bednet distribution and seasonal malaria chemoprophylaxis. The success of this nationally-led initiative highlights the potential for sustainable and scalable digital health solutions in the Republic of the Congo.
