DHIS2 linking health worker training & outcomes
Seed Global Health is strengthening health workforce resilience in Uganda, Malawi, Sierra Leone and Zambia. To systematically monitor progress and assess the impact of interventions, Seed adopted DHIS2 as an M&E system. Seed implemented the DHIS2 tracker model to support individual level monitoring of in service training by registered practicing health care workers as tracked entities and capturing training participation as events across priority clinical areas. This approach enables disaggregated analysis of trained health workers by cadre, program area and training type. A student enrolment program is also configured to support longitudinal tracking of pre service students, capturing enrolment, progression, graduation outcomes and generating indicators disaggregated by profession, program, and advancement status. To support standardized reporting and visualization across countries, selected tracker indicators are mapped to aggregate data elements using the DHIS2 data exchange app. This enables consistent dashboards and routine monitoring while reducing duplication. Aggregate data entry forms are then used to capture facility level clinical data supporting calculation of key maternal, neonatal, child health and other priority indicators. DHIS2 is further integrated with PowerBI using BAO DHIS2 PowerBI connector to enable advanced analytics, interactive visualizations and broader stakeholder access. Linking workforce training data with clinical outcomes supports analysis of how training contributes to changes in health outcomes. Implementation resulted in a quality improvement projects to address gaps in health care and training areas as well as a robust DHIS2 system through collaboration with BAO and J&J. Key lessons learned highlight the importance of standardization for cross country comparability while allowing contextual adaptation. The importance of linking workforce training data with outcome data to inform decision making and continuous program improvement was underscored too.
