DHIS2 Governance Through Activity Monitoring
As DHIS2 implementations scale, governance requires practical visibility into system administration, especially who is responsible for maintenance and configuration actions. In the Maldives, DHIS2 is supported by a strong in-country team where programme and technical staff work together to sustain and enhance trackers and aggregate reporting. As more Ministry and programme staff were trained and began supporting tracker and report enhancements, the need to manage multiple high level administrators increased. With expanding DHIS2 use, the Ministry of Health identified a governance gap, limited visibility into who performed key administrative actions, making accountability and routine follow-up difficult, particularly when configuration tasks are distributed across several administrators. In 2025, the Ministry applied a requirements-driven approach led by the in house team. Stakeholders defined a minimum set of activity information needed for routine governance. The focus was on basic but critical actions, including who updated settings, who made configuration changes, and who added or modified system components, ensuring the tool supported accountability without unnecessary complexity. The solution also monitors high level activity across all users to provide an overall view of system use. With WHO SEARO support, HISP Sri Lanka developed a custom DHIS2 Activity Monitor app based on requirements provided by the Maldives team. The app presents high-level information on administrator and user actions in an actionable format for managers and system administrators, supporting governance checks, follow up on changes, and coordination between programme teams and the HIS Section, reinforcing consistent administration practices. Early results include improved transparency and more timely follow-up for system management tasks. The experience demonstrates how strong country ownership and regional collaboration can strengthen DHIS2 governance and sustainability.
