Hi Gerald, we would need to see error messages the comsole of your browser as well as in the Tomcat log. Did you run the database update scripts?

Dear Gerald,
I hope you made a backup before upgrading the dhis.war file in Tomcat. You should probably go through the process again.
Please always read the upgrade notes before attempting an upgrade. The most important is the database scripts that should be run after stopping Tomcat.

Then you replace the 2.18 war file with 2.19 and start Tomcat. After veryfying that things went well, you again stop Tomcat, and then run the script for 2.20, which is here:
