And how about your server log (probably Tomcat, unless you are perhaps running DHIS2 Live) ?
However, maybe the easiest approach for now is the screenshot method.

Well, if I remember correctly png download was available and working well, in 2.16 so it may be that there are some issues with your setup.
I just tried with 2.14, and it works, so perhaps there is an issue with your maps. Do you get the same error if you try to export to PDF?
Is there any message in your Tomcat log?

If you urgently need the maps, you could just take a screenshot.
Obviously this is not a full solution to your problems, but it is actually the same solution we are currently recommending for 2.24.
