In the case of Vietnamese it looks even more problemtatic. I suggeest we use simple font like Tahoma Arial or Sanserif

that's what the solution with multiple styles is for. You can modify
the "vietnam" style found under
dhis-web-commons-resources/src/main/webapp/dhis-web-commons/css/vietnam
in any way you like, the font-family is at the top of the vietnam.css
file.

Remember that tahoma and arial are proprietary fonts which don't exist
by default on Linux.
