I have this question , can one data element hold multiple records ? to get more understanding of what am saying take a look at this file

As in i want to create a custom form like that but make one data element that could hold that data entered ?

Its possible with tracker, you can use repeatable events and records same data elements many times, but that will depend on what you are tracking.
