Could Not Execute Statement Error For 2.29 & 2.30

Hi Everyone,

I am not able to save any changes to the Program module. i.e Assign new element to program , change sort order for existing elements etc.

*Error: ‘Could not execute statement’ *

I have test for both versions 2.29(https://play.dhis2.org/2.29) & 2.30(https://play.dhis2.org/2.30) using superuser.
