Consulting opportunity - mapping study to assess use and suitability of digital solutions for TB contact tracing and laboratory data management for integration into DHIS2 platform for TB surveillance

Under a new partnership between WHO and the Robert Koch Institute, we are currently looking for a suitable consultant to conduct a mapping study of digital solutions for TB contact tracing and lab data management and assess their interoperability with DHIS2.

Purpose of consultancy:

To undertake a mapping exercise of existing digital solutions for TB contact tracing and TB laboratory data management that are used by National TB Programmes for routine TB surveillance and monitoring and evaluation activities, with a focus on the West and Central Africa region. The work will help to gain a better understanding of the tools that are currently being used in terms of a) meeting minimal requirements for TB data collection; b) functionality of the tools; c) coverage and feasibility of scale-up; d) feasibility for interoperability or linkage with DHIS2. Findings from this consultancy will be used to support the development and implementation of an impact framework to monitor TB programme performance in the context of public health emergencies.

Main Tasks:
The contractual partner is expected to perform the following tasks:

  1. Develop appropriate study methodology, including data collection tools (e.g. paper questionnaire and/or interview guide) and analytical framework, that respond to the purpose of this consultancy.
  2. With the support of WHO, engage with stakeholders in West and Central Africa for data collection (e.g. responding to questionnaire and/or interview).
  3. Engage with developers of digital solutions to identify feasibility (including cost) of interoperability or linkage with DHIS2, as needed.
  4. Synthesize findings to characterize digital solutions in terms of:
    a. meeting minimal requirements for TB data collection;
    b. functionality;
    c. coverage and feasibility of scale-up;
    d. feasibility for interoperability or linkage with DHIS2.
