Capture App vs. tracker-capture Notes widget

Hi, Community!
Is the Capture App “Comments about this enrollment” widget the equivalent of the Notes widget in tracker-capture?
And, is the widget present, by default, in the enrollment dashboards of all programs?

They seem the same. I added a note and it appeared in both:
