I just deployed DHIS2 and my capture app does not load any program stage.
I have restarted the server, granted sharing rights to the user and even created new user groups but it still won’t load the program stages.
Only SuperUser has the right to enter data in the Capture and Tracker Apps.
Please someone should help me out.

If I understand correctly that the experience is normal for the admin user but not the other users. Please ensure that test DataEntry user has the OUs assigned properly, and check that the access is granted from within the configuration of the program i.e. open the program configuration and then navigate to the access tab:
